"The (Chinese) economy is shifting, it's changing. Steel growth rates will flatten and they have flattened," Ian Ashby, president of BHP's iron ore division, said ahead of the Global Iron Ore & Steel Forecast Conference in Perth.

China's demand for iron ore, a key steelmaking ingredient, will slow to single digit growth, but the country's annual steel output will still rise by some 60 percent by 2025, Ashby said.

The news knocked the Australian dollar down 1 percent and weighed on stocks in Asia and Europe. Markets are very sensitive to any hint of softening demand in China, given it is Australia's single biggest export market.

China's iron ore imports have grown at a double-digit rate for the last eight years, apart from a 1.4 percent drop in 2010 amid the global financial crisis, according to data from Reuters and China customs.

"When the industry shakes out, you need to be on the left hand (lower) side of the cost curve," BHP's Ashby said.

BHP was sticking with its $10 billion iron ore expansion plan and was mining ore at a rate of 165 million to 170 million tonnes per year, Ashby said.

That is above its production guidance of 159 million tonnes in fiscal 2012 ending June 30, maintaining the company's No.3 global ranking in iron ore behind Vale and Rio Tinto.

"The size of the pie is really big, so any percentage increase is a significant number," Ashby said.

Rio was also sanguine about the slowing growth.

"Although the rate of GDP growth in China is more immediately slowing, we remain confident, on the basis of the figures we have seen, of a soft landing, with solid growth for this year," David Joyce, Rio Tinto's managing director of expansion projects, said in a speech. Imported iron ore inventories are in decline at major ports in China after exceeding 100 million tonnes in early February, consistent with a rebound of the steel market, according to Australia & New Zealand Bank's Nicholas Zhu.

"High levels of stock have been a concern since last November when the steel market entered a period of slow activity," Zhu said in a client note.

BHP saw the current floor for global iron ore prices at $120 a tonne, based on the estimated highest cost of production inside China, Ashby said. Iron ore has sold for between $130 and $147 a tonne over the last four months, which mega-producers such as Rio Tinto have said is high enough to warrant investment in new mines. Rio has mapped out plans to lift annual production of iron ore in Australia to 283 million tonnes in 2013 from 225 million now by digging new mines and expanding existing ones. Rio Tinto Chief Executive Tom Albanese told the company's annual meeting last month it would stage expansion work with market conditions.

Global iron ore demand is set to double to around 3.5 billion tonnes a year by 2030, with Chinese appetite for ore material continuing to drive the market, albeit at a slower pace, according to Perth-based Intierra Resource Intelligence. BHP shares eased 0.1 percent in Australian trade, but its London listing fell more than 2 percent in early trade.

Australian inquiry calls for new media regulator

SYDNEY (AP) ? An inquiry into Australian media prompted by last year's News Corp. scandal recommended on Friday better oversight of the industry and called for the establishment of a government-funded council to set and enforce journalistic standards.

The investigation was launched after Rupert Murdoch's News Corp. closed its top-selling British tabloid, News of the World, last year over illegal phone hacking allegations. News Corp. owns 70 percent of Australia's newspapers through its subsidiary, News Ltd.

There have been no allegations made in Australia of the type of phone hacking that led to the News of the World scandal in Britain. But many government lawmakers argue that News Ltd.'s newspaper holdings are too large and are biased against the ruling center-left Labor Party.

The inquiry, headed by a retired judge assisted by a journalism professor, examined the independence and effectiveness of the print media's self-regulatory watchdog, the Australian Press Council. In its report released Friday, the inquiry found the current regulatory model inadequate, and recommended a "News Media Council" be established to set journalistic standards and handle complaints when those standards are breached.

The inquiry's main criticism of the Press Council is that it does not have the necessary funding or power to carry out its functions.

"The News Media Council should have secure funding from government and its decisions made binding, but beyond that government should have no role," the inquiry recommended. "The establishment of a council is not about increasing the power of government or about imposing some form of censorship. It is about making the news media more accountable to those covered in the news, and to the public generally."

The inquiry also recommended that the new body be given the authority to force a media outlet to publish an apology, correction or retraction. It didn't specify how the new body would be empowered.

Communications Minister Stephen Conroy said in a statement that the government would consider the recommendations as part of a wider review of regulation issues involving the convergence of broadcast and online media.

Press Council chair Julian Disney said he agreed with the inquiry's findings that media standards needed to be strengthened. But he said better funding of the Press Council could achieve that without the formation of the new regulatory body. The Press Council is funded by Australian media companies, along with the Media Entertainment and Arts Alliance, which represents journalists and other media workers.

"The report has laid down a clear challenge for the publishers," Disney said in a statement. "If they wish to avoid regulation by the new body (the inquiry) proposes, which would be created by government and fully funded by it, they would need to guarantee substantially improved financial support for the Press Council."

If you hold a school ball or formal could you please answer the following questions? Do you have a policy on same-sex dates? If so, could you please email me a copy of that policy?

In the past, has the school banned same-sex dates from attending the school ball or formal? If so, could you please provide details?

Do you have a policy on parties before/after the school ball or formal? If so, could you please email me a copy of that policy? [note that if schools interpreted this as a written policy, many will have responded with no policy when they do indeed have common practices and procedures]

And here?s the meat of the replies.

Same-sex dates

This has been organised by a student committee supported by parents and community health providers. This function was organised following Alcoholic Liquor Advisory Council (ALAC) guidelines, and included strict limits on the type and quantity of alcohol that students could take into the function, a high level of security being provided, entry restricted to students who had attended the Ball, food and non-alcoholic drinks being provided, and transport provided to and from the venue (so that no students were driving). Over the past two years the context for such functions has changed. Police no longer support this concept, particularly because it is now considered to breach the law in relation to students under the legal age being supplied with alcohol, and a place to consume alcohol.?
