Russia, Japan agree to move ahead on LNG project

VLADIVOSTOK, Russia (AP) ? Russia and Japan are putting energy cooperation ahead of a longstanding territorial dispute as they move ahead with a long-awaited liquefied natural gas project in this far eastern seaport.

Russian President Vladimir Putin and Japanese Prime Minister Yoshihiko Noda oversaw the signing of a memorandum for the $13 billion project with Japan's Agency for Natural Resources and Energy on Saturday, on the sidelines of a Pacific Rim summit, Russian oil and gas giant Gazprom said.

The project "will have a great meaning for developing the eastern part of the Unified Gas Supply System of Russia as well as raising Russian gas supplies to Asia-Pacific markets including Japan," Alexei Miller, Gazprom's chairman, said in a statement.

"I would like to emphasize that the Japanese market has an advantageous size and is considered a top priority in the Far East," Miller said.

Japan used 83 million tons of LNG in 2011, accounting for 14 percent of its total energy use. Almost all the natural gas Japan uses is in the form of LNG.

Gazprom is the world's largest producer of gas, but its pipeline gas business has been hard hit by sliding demand for gas while competing liquefied natural gas carried by ship has flooded European markets. Gazprom relies on pipelines and long-term pricing agreements.

Miller forecast that Gazprom's exports of natural gas to the Asia-Pacific would soon exceed the volume sold to Europe.

"Taking into account the dynamics of the growth of gas demand in the Asia-Pacific region, now the decisions will be considerably accelerated," Miller said.

Japan and Russia appear to be making at least some headway on their tussle over islands north of Japan claimed by both sides. Deputy ministers are to meet later this fall to discuss the issue with the aim of eventually signing a peace treaty, officials said Saturday on the sidelines of the Asia-Pacific Economic Cooperation forum, which is holding its annual summit in Vladivostok.

The two sides agreed to ban crab poaching in the Sea of Okhotsk and signed an agreement on building a timber processing factory in Siberia. Meanwhile, Noda and Putin agreed to arrange a visit by the Japanese leader to Russia by December, said a senior Japanese official who briefed journalists about the talks.

The two sides want to resolve their differences in a "quiet and constructive atmosphere," the official cited Noda as saying.

Gazprom and its partners have conducted a feasibility study on transmission and marketing of natural gas and chemical products in the Asia-Pacific region.

Japan Far East Gas Co., the consortium participating in the government-backed project, includes Itochu Corp., Japan Petroleum Exploration Co., Marubeni Corp., Inpex Corp. and Itochu Oil Exploration Co.

Gazprom plans to extend a natural gas pipeline from Sakhalin to Vladivostok to a seaside terminal where the gas would be processed for shipment to Japan and other markets. The new project, if completed, would have a capacity of 10 million tons annually, doubling Gazprom's capacity from its sole other plant, on Sakhalin.

As with other energy deals, the success of the project will depend on the two sides reaching an agreement on pricing. Discord over pricing has held up projects with the Chinese, delaying earlier pipeline deals.

Chicago teachers resume talks to avoid major strike

CHICAGO -- The Chicago Teachers Union on Saturday resumed "intense" contract talks with the nation's third-largest school district to avert what would be the biggest U.S. labor strike in a year over Mayor Rahm Emanuel's demand for sweeping school reforms.

The Chicago Teachers Union also on Saturday announced its plans to set up strike headquarters in anticipation of an impasse, NBCChicago.com reported.

Nearly 30,000 teachers and support staff have?threatened to strike on Monday, setting up an awkward confrontation between Emanuel, President Barack Obama's former top White House aide, and organized labor in the president's home city.

"There's enough distance between the two sides that without some real movement, we're not going to get this thing done on time," CTU vice president Jesse Sharkey told NBCChicago.com.

If teachers walk off the job Monday, it would be the first teachers strike in Chicago in 25 years, affecting up to 400,000 students.

School officials have encouraged parents to have contingency plans on Monday. Chicago Public Schools Chief Jean-Claude Brizard said 144 schools will remain open for half-day programs from 8:30 a.m. to 12:30 p.m. in the event of a strike, according to NBCChicago.com.

A protracted stoppage could sour relations between Obama's Democrats and national labor unions, who are among the biggest financial paymasters of the Democratic Party and will be needed by the party to help get out the vote in the November elections.

Both sides in the dispute were tight-lipped as negotiators arrived at teachers' union headquarters in downtown Chicago on Saturday for what union president Karen Lewis had described as "intense" bargaining.

While Emanuel did not attend the talks, he and Lewis have clashed, and she has accused him of being a bully and using profanity in private meetings.

When talks ended on Friday, the union described the latest offer from the school district as "totally unacceptable."

"I would say we did not make much progress at the table," Lewis, who was visibly upset, told NBCChicago.com on Friday.

The Chicago Board of Education released its account of Friday?s negotiations: "Today we had another good meeting and will meet again tomorrow with the sole goal of keeping kids in the classroom by completing these negotiations.?

Difficult times, new direction
At issue is teacher pay and school reforms, such as tougher teacher evaluations that are the core of a national debate on improving struggling urban schools.

Emanuel is offering a 2 percent pay increase annually over the next four years, while the union wants substantially more.

The 402,000 students of Chicago's public schools score poorly on standardized reading, math and science tests in most national studies, and the union says that class sizes are far too big.

Emanuel, who has a reputation as a tough negotiator, is demanding that teacher evaluations be tied with standardized test results, a move the union is resisting.

Only about 60 percent of high school students in Chicago graduate, compared with a national average of 75 percent and more than 90 percent in some affluent Chicago suburbs.

More than 80 percent the students in Chicago public schools qualify for free lunches because they are from low-income families.

Until Emanuel pushed through a longer school day this year, Chicago elementary school students received fewer hours of instruction per year than any of 30 major city school districts studied by reform group National Center on Time and Learning.

Chicago pushes longer school days as key to achievement

The city has little room to sweeten the pot in the negotiations because the school district has already drained its budget reserves and levied the highest property tax allowed by law to finance schools.

It also faces a crushing burden of pensions promised to retiring teachers that an independent watchdog said the city can no longer afford.

Major credit rating agencies have downgraded the Chicago Public Schools debt rating, meaning that it will have to pay higher interest rates if it issues bonds.

?Teachers want to be in the classroom but we need to stand up for our rights," Albert Delgado, a teacher at the Whittier School in the city's Pilsen neighborhood, told Reuters. "I can only say that the teachers I spoke with believe we will be on the picket line (on Monday)."

Being a parent has helped me learn a lot. Obviously, I?ve learned parenting skills, but I?ve also learned more about myself as a person, and I have also learned about my faith and my relationship with God. Even if you don?t have a personal relationship with God, I encourage you to read this post and thoughtfully consider what I?m about to write.

There are so many aspects of parenting that have given me the, ?A-ha? moment when I think about how I relate to God. If we consider God as the ?ultimate parent?, a lot of the same values, traits, and desires we have for our own children are simliar.

In the delivery room, {both times} I cried tears of joy when my little girls were born. I was?ecstatic, and couldn?t believe they were my children, from my own womb. As they have grown older, just like any normal child, they tested their limits in good and bad ways, and often decided that their way is best. They can be stubborn, resistant, throw temper tantrums, yet when it comes down to it, they know that mommy and daddy want the best for them, and that we will always be here for them.

Just as I want my children to trust in me to protect them and that I have their best interest at heart, God wants that even more. Just as I want my children to talk to me when their happy, confide in me when they are upset, and rely on me when they are sad, God want that even more. Just as I am proud when my children accomplish their goals or overcome their fears, God is even more proud. Just as I make rules, not to hinder or sadden my children, but because I see future consequences and potential outcomes they may not, so does God. I am not comparing myself or you to God, because we can never be like Him, however in pointing out some similarities I hope that each of us may understand what God wants from us; to appreciate, respect, love, understand, obey, and know that just like we talk to our kids on their level, that He is willing to meet us right where we are in life. Our kids don?t have to grow up overnight to understand what we want from them and to gain our love, they just need to be who they are. God, our Heavenly Father is waiting to meet you, right where you are, He wants you to allow Him to be the parent that He is in your life, and your children?s lives as well.

CHARLOTTE, N.C. (AP) ? Anthony Foxx had been mayor for barely a year when he got the news: Charlotte was chosen to host the Democratic National Convention.

Foxx, 41, became this city's youngest and its second African-American mayor when he was elected in 2009 to his first two-year term after serving on the city council.

His time in office has been marked by efforts to diversify Charlotte's commerce after the Great Recession and support for Obama's economic-recovery policies. The lawyer has become a leading campaign surrogate for the president in North Carolina.

The question is whether Foxx can get elected to higher office, something most other recent Charlotte mayors have failed to do.

He'll be watched closely when he addresses delegates Tuesday, the convention's opening night.

Foxx has been making it his mission to sell Charlotte on the world stage. The city has been trying to recruit energy and other industries to supplement a bank-dominated economy that soured in 2008.

Obama scored an upset in winning North Carolina's electoral votes on the way to the White House that same year. The 14,000-vote victory, a first for a Democratic presidential candidate in North Carolina since 1976, occurred in part because people in cities here like Charlotte voted for him. A generation ago, bringing a national party convention to Charlotte seemed like a dream nowhere near within reach.

"That's why we say, 'Make it possible in Charlotte,'" Foxx said.

Foxx's story is somewhat similar to the president's. Born in Charlotte, he was raised by a single mother and grandparents, including a grandfather who was a local political activist.

"I grew up running around under his kitchen table while politicians were trying to get his support and it sort of germinated there," Foxx said in an interview with The Associated Press, adding that he had other great role models, including Harvey Gantt, the first black mayor of Charlotte.

He went to Davidson College, north of Charlotte, and became the student body's first black president. He went to New York University law school and ultimately returned to Charlotte as an attorney. Foxx joined the city council in 2005 and was elected to the part-time mayor's job four years later after Republican Pat McCrory decided not to run. He was re-elected to another two-year term last fall by a wide margin.

Foxx's position made him an obvious campaigner for Obama. He has been recruiting volunteers through a program that gives them tickets to the president's nomination-acceptance speech at Bank of America Stadium on Thursday night in exchange for their donating nine hours to the campaign.

"I would consider him a friend and someone whom I've seen working in very, very trying circumstances who's cool under pressure," Foxx said of Obama. "I admire him."

Felicia Gray, a Bank of America employee in Charlotte, said Foxx is an impressive figure who has tried to be inclusive in governing. She doesn't expect his political career to end as mayor: "He is a rising star and I think for him to live up to his potential, it's going to be greater than Charlotte."

Foxx considered briefly running for governor earlier this year when Democratic Gov. Beverly Perdue decided not to run for re-election. But he decided against it, saying it wasn't the right time while he and his wife, Samara, still have two young children. The kids "still like hanging out with me," he quipped, but "maybe the time will come again, we'll see."

While McCrory could be elected governor this year, other mayors like Gantt have failed to win statewide. Charlotte City Council member David Howard said Foxx could be different because he has crossover appeal to non-Democrats: "He's very pragmatic. He's not totally left or totally right."

Back then, NASCAR and pro wrestling were held in tiny towns and venues, and evangelicals still held their revivals in huge circus tents on the outskirts of town instead of megachurches.

ESPN, Ted Turner and the PTL Club changed all that.

The Washington Post once called Charlotte "the city that never wakes."

But really, we are the city that loves business. Don't be fooled by the buckle of the Bible belt stuff. It's a smokescreen. Business, not religion, is the god here. Trust me. We took our entertainment, the three Rs, and turned them into gold. And then we started buying banks and didn't stop until we had gotten two of the biggest in America, too big to fail.

Barefoot but free: Syrian prisoners released

As they emerged from police headquarters in the Syrian capital on Saturday, several of the prisoners being set free had nothing on but their underwear, many were barefoot, and others had their heads shaven.

The backs of some still bore the tell-tale marks of beatings, while others had swollen limbs. Many had been missing for weeks or even months.

Civil servant Basil, 31, told AFP he had been on his way home with his wife and son to Zamalka, a rebel-held town northeast of Damascus, when the security forces arrested him because his ID card was broken.

"I spent 32 days in solitary confinement at an air force intelligence services cell. They brought me here today, and I found out I was to be freed thanks to a decree from President Bashar al-Assad."

Others told of suffering a similar fate. Imad, 25, said he was detained while he was on a bus.

"They told me to follow them, that they just wanted to ask a few questions and it would only take 10 minutes," he said.

"Instead they held me for 10 days. They beat me and and forced me to confess that I was following the sheikh's instructions, which I didn't know existed."

Before they were freed from a stench-filled room in the police headquarters -- the detainees had been unable to wash ever since they were thrown into jail -- the men being released were made to fill out and sign a form.

"I declare that I was set free from police headquarters in Damascus on September 1, that I regret my action, and that I pledge not to take part in any more unauthorised demonstrations," the declaration stated.

Across the country, a total of 267 were released on Saturday, the authorities said. Of that number, 158 were set free from the Damascus police HQ.

Muwafaq al-Basha, an official with Assad's ruling Baath party, said the president "wants to implement reforms, but Syria's enemies are bent on destroying the country by spreading violence. Right now, we need to defend the country."

Those being released in Damascus on Saturday began to clap in unison.

"With our blood and with our souls, we will defend you, O Bashar!" they chanted

Wearing nothing but pyjamas, a 37-year-old businessman from the rebel-held town of Harasta near Damascus had badly swollen legs.

"They hit me to force me to confess that I took part in demonstrations I wasn't involved in," said the man, who spent 32 days in a dark cell.

"My mother was in tears when she heard my voice, she didn't know whether my brother and I were still alive," said 26-year-old Amer. He and his brothers were detained from their home in the upscale Damascus district of Mazzeh on August 8.

The youngest brother was set free four days later, but Amer and his 25-year-old sibling Imad had remained captive until Saturday.

"We didn't do anything, and they didn't find anything in our house," said Imad, who owns a plumbing company.

"The first thing I'll do when I get home is kiss my parents, have a bath and eat some sweets. Then I will move out, I'll move as far as I can."

"There were 60 of us in a cell measuring six metres (yards) by four, and 20 of us had to stand," he said. "We were given just 30 seconds to relieve ourselves. We had to sleep with our legs bent, heads on our knees."

Leaving the police compound, Basil crossed the road and straight into a shop that sells second-hand clothing, to buy a shirt and trousers.

"I can't go home wearing this," he said. "It stinks."

But barefoot Ahmed, 36, had no money even to get home to Qalamun, in the province of Damascus.

An agricultural worker, he was first kidnapped by the rebel Free Syrian Army for giving away information about some of its members. The FSA shot him in the legs as punishment before setting him free.

"The army found me and drove me to a hospital for treatment," he said. "Then the intelligence services imprisoned me for two months. Now I don't even have enough money to get home."

Hundreds of prisoners have been set free under presidential decrees since the anti-Assad revolt broke out 17 months ago, but according to the Syrian Observatory for Human Rights, tens of thousands of people are still behind bars.

Facebook cracks down on fake 'Likes'

Facebook is weeding out fake "Likes" on its social network that are being caused by spammers, malware and black marketeers as it strives to maintain credibility as an advertising platform.

Facebook said the number of Likes, or endorsements by users, on corporate pages is likely to drop by less than 1 percent, on average, after the crackdown.

"Newly improved automated efforts will remove those Likes gained by malware, compromised accounts, deceived users, or purchased bulk Likes," Facebook said in a post on its official blog on Friday.

"While we have always had dedicated protections against each of these threats on Facebook, these improved systems have been specifically configured to identify and take action against suspicious Likes," the post continued.

Thanks to a growing black market, companies can instantly raise their profile on Facebook by purchasing thousands of Likes at a time ? a practice that is forbidden by the No. 1 social network, which has 955 million users.

Many of these Likes come from bogus Facebook user accounts rather than genuine users of the social network.

Meanwhile, various spam-like programs on Facebook deceive users into unwittingly liking something when they perform another action, such as clicking to watch a video.

Facebook said the cleanup will benefit both users and companies that maintain pages on the network, by giving a more accurate measurement of fan count and demographics.

Ensuring the integrity of Likes is serious business for Facebook, which depends on advertising revenue from large brands and other businesses. Many of the ad campaigns that companies conduct on Facebook are designed to garner Likes ??a sign that their marketing message has resonated with consumers.

"It's their currency," said Jeremiah Owyang, a partner at research firm Altimeter Group. "Facebook is playing the Federal Reserve, to take the counterfeit currency off the market to ensure that there's quality in the marketplace."

The problem is not unique to Facebook, say analysts, who note that Twitter and Google also grapple with fake accounts, spam and other techniques to game the service.

But for Facebook, the pressure to show that activity on its social network is genuine has grown as concerns have mounted on Wall Street about the company's long-term profit potential.

Facebook estimates that 1.5 percent of its users are "undesirable" accounts set up for purposes that violate its terms of service, according to its most recent 10-Q regulatory filing.

"I think what they're intending to do is get a handle on it before it gets really out of control," Brian Blau, an analyst with research firm Gartner, said.

"You can imagine no business wants to pay for advertising to fake accounts."?
